Renovations and Construction
University Renovations is responsible for construction, maintenance reserve, and renovation of facilities for both VCU’s Monroe Park and MCV campuses. University Renovation services are now managed by VCU personnel located at 700 West Grace Street, Suite 3600. They utilize the same group of pre-qualified / term outside contractors to perform renovation work ranging up to $1,000,000 per project. Their responsibilities include scoping projects, bidding work, managing contractors, providing as-built documents, and managing accounts. They utilize standard Commonwealth of Virginia procurement methods, primarily competitive bidding.
University Renovations is staffed by a group of construction professionals who will assist in developing the scope for the project, acquire cost, and give an approximate schedule the client can expect. They will advertise the project as required by the Commonwealth, award a contract, inspect the work during construction, and once it is complete ensure that the project meets client needs and applicable codes.
In order to expedite the execution of projects, VCU has established a group of pre-qualified / term contractors from whom University Renovations solicits bids for work. This group includes general contractors who perform multi-trade projects, and specialty trades who specialize in such skills as painting, electrical, plumbing, and mechanical work.
VCU policy encourages the use of small, women-owned and minority (SWaM) business enterprises for performing construction services.
How to Submit a Project Request
University Renovations receives work requests through VCU’s Customer Care Center utilizing Facilities Self Service, the online work request system. Upon receipt, a project manager will be assigned and that individual will contact the client to begin the process of scoping and bidding the work. Departmental individuals that are authorized to submit a request with the appropriate funding index must submit all work requests. Once the work request is approved, the requesting department has the ability to modify the scope of work or cancel the work request.
University Renovations is required to competitively bid all work exceeding $10,000 through the established pre-qualified / term contractors. Under the conditions of their contract with VCU, the contractors are required to submit pricing when requested or be removed from the bidders list. For projects estimated to cost under $10,000, University Renovations may, at its discretion, go to a single contractor for pricing. Although, the preferred procedure is to request pricing from a minimum of three contractors on a rotational basis, ensuring that each contractor has an opportunity to win jobs and to keep pricing competitive. For projects between $10,000 and $50,000, University Renovations will request pricing from all pre-qualified / term contractors licensed in that trade. The contracts are governed by a term agreement, which may include the General Conditions of the Construction Contract (CO-7) included in the Commonwealth of Virginia Construction and Professional Services Manual (CPSM).
University Renovations may charge the client for obtaining a bid for a project that is not taken to construction. Hourly rates are charged to cover operating expenses, which will depend on the source of the design and bidding period. Work scoped or estimated in-house will normally be charged at the rate of $95.00 per hour. Work scoped by a professional architect or engineer will be charged at the consultant’s negotiated rate. If work is of such complexity that it has to be sent to an architect, engineer, or professional estimator, a higher rate will be assessed. Estimates will only be sent out under special circumstances. In any case, customers will be informed of the cost and anticipated time associated with the development of a project, and will be required to approve such cost before bids are obtained. If the customer decides to proceed with the project, bidding charges will be included as part of construction cost.
Upon completion of any Renovation’s project, clients will be sent a customer satisfaction form to obtain feedback and improve quality of service.
